Online tournaments and offline ratings

Strange thing recently happened in Russia.
Russian rating commision decided to stop calculating offline rating in online events for 3k and better players. In the past it was possible even for dan players to improve their rating by playing in online tournaments like Insei League.
The reason is: one of the Russian Go players got 1k rank by attending some online events, but lost to 6-8k players in offline tournaments. It's not yet confirmed, but most players think that it was the reason of cheating in online events (someone stronger played instead or helped).

In Europe they don't count online events yet, except http://www.europeangodatabase.eu/EGD/Tournament_Card.php?&key=T100127B&pin=10313237
but it was decided to count European Pandanet Team Championship next year. From the EGF president's letter (December,2010):

The rating-commission has decided by majority to rate the games of the PGETC as type B tournaments (3 separate tournaments, to be put in the EGD in June 2011). As the decision came too late for the already running tournament I didn't see a fair way how to implement it (major rule-change but no way for a proper reaction by you). That's why in this season the games will NOT be implemented in the EGD.

What do you think about this problem?

"Programs usually have very noticeable playstyle. Easy to detect and ban cheater from any tournaments forever." -- First, some of them have not (see recent example by breakfast on this site). Second, nobody should ban a player just because of sort of moves he plays.

I do not want to play against cheater in official tournament regardless of her profit/nonprofit intentions.

Russian (and European) Go community is a small world compared to chess one. This fact by itself makes cheating unprofitable for a player. And special measures against cheating in such a situation are bad for our unique friendly atmosphere.

Good decision. But why 3k? I would recommend not to mix online and offline ratings at all. ManyFaces plays at 2k level on a typical home PC nowadays...

I can see that there is potentially a big difference between Western Europe and Russia that would affect policy on rating online tournaments. The distances to a physical tournament might simply be too great in Russia for some players to participate much. If access to competitive games is the justification, I think ratings systems should accommodate the results of online tournament games. Perhaps the solution is to require a witness for each player who would affirm that the game was played according to the rules. (Is it against the rules to use a joseki book during a tournament?)

I dont like the idea of online tournaments being rated as it does leave quite a lot of room for abuse. (If this room for abuse was removed I would have no issue).

I realise many people will hope that players are honourable enough not to act in this way but in practice surely some will not be.

Also, other than having another player take your place, as per your article the other day (although Im not convinced it was true in that case) its very possible for people to use joseki dictionaries or opening databases and potentially gain an advantage in this way too.
