Frog99 on KGS and Frog on IGS- is he the same person?

"Frog" was quite famous on IGS about 10 years ago. He was in best 100, I guess.
Maybe he is the same person with "Frog99" on KGS. "Frog" account on KGS was already occupied by 10-kyu player, so probably he decided to add some numbers.
I attached the game IGS Frog played with "agasa" - Yamashiro Hiroshi, 9p.
Yamashiro is not famous nowadays, but at the end of 80's he was main title challenger several times.
"Frog" lost that game, but only by few points.
