it's actually not that difficult to see what it does.. first of all, it nulifies almost all influence aimed towards the sides and obviously middle, and second, what makes it a great choice for fighters, it usually gives you're opponent no choice but to fight it out.

my guess is it distracts the opponent. any other use would be clearly infringe the rules, like masking if you make left the stone or not or sliding stones secretly...

If the referee sees nothing problematic with this device I would start blocking his view with some object like a notepad during my moves.
